S'il est indéniable que les flux d'investissement ne cessent de se multiplier aujourd'hui, cela est en grande partie dû au fait que la question de la protection accordée aux investisseurs étrangers a largement été prise en compte par les États qui espèrent  attirer en contrepartie des investissements à même de développer leur économie.
